The utility model relates to a bag-making device of sealing and cutting machines for producing bags. The machine comprises a lifting bag-making device which is a top frame arm; both ends of the arm are separately connected with a linkage frame; pivots are pivoted on the both ends of the top frame arm; the bottom sides of the pivots are locked with link blocks; the linkage frame is locked with a permanent seat always locked tightly with the link block. Upper and lower perversion is formed by loosing the permanent seat and the link block and moving the top frame arm; the permanent seat is used for the top frame arm to lean and position to make a pressure plate or a cutting knife below the bag-making device in an upward inverted shape, which is convenient for grinding or finishing.
