Both sides of the electrode plate group are respectively provided with an anode plate and a negative plate, and a middle is provided with a bipolar pole plate, wherein, one side of which is positive, and the other side is cathodic. Distance between the pole plates is 5-10 mm, and the pole plates are fixed by a frame having a groove. The scheme can be made into an immersion type, and can be put in a water tank for use.
