The inner cylinder of the garbage can is arranged on a bracket which is formed on the bottom of the decanting frame. An L-shaped slide rail groove and a positioning pulley wheel are arranged on the inner walls on both sides of the garbage can. A rolling plate and a mobile pulley wheel are arranged at the relative position of the decanting frame. A structure which can lead the decanting frame to be pulled out, to be slanted, and to be reset is formed by the matching of the rolling plate and the mobile pulley wheel. When a cleaner replaces the garbage bag of the inner cylinder, a frame is pulled out, and the inner cylinder decants outwards. Then, a plastic bag can be replaced.
