The hydraulic feeding and discharging mechanism used in cooperation with the cold rolling mill is specifically embedded underground and comprises a base, a supporting frame, a material carrying table and a lifting hydraulic oil cylinder, base hinge joints are arranged on the two sides of one end of the upper portion of the base, and a lifting hydraulic oil cylinder hinge seat is arranged between the two base hinge joints; base sliding grooves are further formed in the two sides of the other end of the upper portion of the base, and auxiliary hydraulic oil cylinders are installed on the outer sides of the base sliding grooves. According to the mechanism, the first supporting arm set can be hinged and installed through the base hinge joint, the second supporting arm set can be conveniently displaced in the lifting process through the base sliding groove, and meanwhile the auxiliary hydraulic oil cylinder is arranged to be matched with the lifting hydraulic oil cylinder, so that the second supporting arm set is
