According to the discharging device of the double-horizontal-shaft stirring machine, after concrete materials are added into a stirring pot, the discharging pot is pushed, a sliding groove of the discharging pot slides along a sliding rail of the stirring pot till the discharging pot is buckled over the stirring pot, a driving motor drives two stirring shafts in the stirring pot to rotate, and the stirring shafts stir the concrete materials in the stirring pot through stirring blades. After stirring is completed, the stirring pot is rotated by 180 degrees through the rotating shaft, so that the discharging pot is rotated to be located under the stirring pot, concrete in the stirring pot is poured into the discharging pot at the moment, the discharging pot is pulled outwards to be pulled out relative to the stirring pot, and discharging work of the concrete can be completed.
