The feeding and discharging device comprises two mechanical hands which are mounted on a cross beam in a sliding mode and matched with each other. The moving direction of the mechanical hands is perpendicular to a machine tool. The cross beam is fixed to one end of a cross beam fixing plate, and the other end of the cross beam fixing plate is fixed to the machine frame through a dovetail supporting plate. A workpiece transfer device matched with the two mechanical hands is arranged on the cross beam fixing plate.
