The utility model relates to a rain cover for a baby carriage and a baby carriage. The rain cover comprises a cover body and a blocking portion, wherein at least one opening is formed in the cover body, the blocking portion comprises a ventilation layer which is connected with the cover body and covers the openings correspondingly, and a waterproof layer which is located on the outer side of the ventilation layer and covers the openings correspondingly, the upper portion of the waterproof layer is in sealed connection with the cover body, and a ventilation port allowing air to enter the cover body through the ventilation layer is formed between the lower portion of the waterproof layer and the cover body. On one hand, due to the fact that the at least one opening is formed in the cover body and the blocking portion connected with the cover body is arranged at the positions of the openings, an air circuit can be formed in the rain cover, and a baby can breathe fresh air; on the other hand, the blocking portion comprises the waterproof layer arranged on the outer side and the ventilation layer arranged on the inner side, the upper portion of the waterproof layer is in sealed connection with the cover body, and then rainwater can be prevented from entering the rain cover through the waterproof layer arranged on the outer side.
