A road paving construction device comprises a sleeve plate and a guard board, wherein the lower end of the sleeve plate is a beveled edge, and the gradient of the beveled edge is equal to that of a cross slope; the sleeve plate is fixedly connected with the guard board through a first connecting bolt; a bolt carrier is welded on the guard board, and a second connecting bolt is arranged on the bolt carrier; the sleeve plate and the guard board are fixed on a backhoe bucket tooth holder through the second connecting bolt; a fastening bolt is further arranged on the bolt carrier, and the sleeve plate is kept fixed and prevented from swinging by the fastening bolt in the construction process. Through adopting the structure, the requirement on a land leveler in the road paving construction process is reduced, and the phenomena that equipment such as the land leveler are difficult to find during the paving or modification construction of industrial roads and mountainous roads, having low requirements on road levels, and in particular, the land lever or a land leveler driver is impossible to find during road construction in the periods of water conservancy and hydropower projects carried out in underdeveloped regions, such as Africa are avoided.
