A water inlet and a water outlet are formed in the water tank, the water outlet is formed in the bottom of the water tank, a drain valve is arranged at the water outlet and can be turned on and off under the control of a control device, the control device comprises a central processing unit, a relay I and a drain motor, the relay I is electrically connected with the central processing unit, the drain motor is electrically connected with the relay I, the drain valve can be driven by the drain motor to be turned on and off, an infrared sensor which is used for sensing human bodies is further arranged on the water tank and is electrically connected with the central processing unit, human body sensing signals of the infrared sensor can be transmitted to the central processing unit, action instructions can be transmitted to the relay I by the central processing unit according to preset numbers of people, and the relay I acts, so that the drain motor can drive the drain valve, and the drain valve can be driven to be turned on and off. The waste water collecting and toilet flushing device has the advantages that water can be saved, the sterility of toilet flushing water can be kept, and accordingly environments of toilets are environmental friendly.
