The utility model provides a steel structure overturning device and a ground assembly of the steel structure overturning device. The ground assembly of the steel structure overturning device comprises a traction mechanism, a slip trolley and a protection mechanism. The slip trolley is provided with wheels. The top of the slip trolley is provided with a connecting shaft. The connecting shaft is connected to a steel structure to be overturned in a rotating mode. The first end of the slip trolley is connected to the traction mechanism. The second end of the slip trolley is connected to the protection mechanism. The traction mechanism and the protection mechanism apply traction force in opposite directions to the slip trolley. One end of the steel structure is connected to the slip trolley in a rotating mode. When the steel structure is lifted, the slip trolley is pulled by the traction mechanism to move in the horizontal direction, the slip trolley moves to drive the steel structure to be overturned 90 degrees, and the protection mechanism maintains balance of the slip trolley. The steel structure overturning device comprises a lifting assembly, the ground assembly and a group of jig frames.
