The utility model provides a heat exchange device and a heat storage and exchange device. The heat exchange device comprises a heat exchange tube and a heat conducting plate. The inlet end and the outlet end of the heat exchange tube protrude from the heat conducting plate. The other portion of the heat exchange tube is embedded into the heat conducting plate. The heat exchange tube and the heat conducting plate are formed in an integrated mode. Due to the fact that the heat exchange device is provided with the heat conducting plate besides the heat exchange tube, the contact surface between the heat exchange device and a heat storage medium comprises the external surface of the heat exchange tube and the area of the upper surface and the lower surface of the whole heat conducting plate, the contact area between the heat exchange device and the heat storage medium is increased, heat stored in the heat storage medium can be discharged in time, the function of the heat storage device is brought into better play, and the heat exchange efficiency is improved.
