Each prestressed uplift pile comprises an upper end plate, a lower end plate, a pile body longitudinal bar and pile body concrete, wherein the pile body longitudinal bar is welded between the upper end plate and the lower end plate and is divided into a longitudinal bar top section, a longitudinal bar middle section and a longitudinal bar bottom section, and the longitudinal bar middle section and the longitudinal bar bottom section are anchored in the pile body concrete. The piled raft base structure further comprises uplift anchorage piers and counter weight layers, wherein each uplift anchorage pier comprises a plurality of anchorage pier main bars longitudinally arranged around the longitudinal bar top sections and a plurality of anchorage pier hooping bars connected with the anchorage pier main bars, wherein the anchorage pier main bars and the anchorage pier hooping bars are connected with the prestressed uplift piles and the raft plates through cast anchorage pier concrete, the bottom ends of the anchorage pier main bars are turned down and anchored in the raft plates, The counter weight layers are arranged around the uplift anchorage piers on the raft plates.
