The high-pretightening anchor rod tensioning device is simple in structure, low in manufacturing cost, and convenient to mount and dismount during working; a twisting type mounting pretightening mode of the anchor rod is changed into a tensioning type mounting pretightening mode, the pretightening force is increased to the upper limit 100 kN from 20-30 kN, and the technical problem that the higher pretightening mounting cannot be realized by a resin anchor rod is solved; and besides, the operation is convenient, safety and reliability are achieved, the labor intensity of a worker is reduced, and the work efficiency is improved.
