The utility model discloses a submerged plant growing device which comprises a buoyancy layer, a connecting rope, a submerged plant growing layer, a fixing rope and an anchor, wherein the buoyancy layer comprises an peripheral frame and 12-20 floating barrels fixed on the peripheral frame; the submerged plant growing layer is formed by connecting 10-30 planting bricks through connecting nails, each planting brick comprises a hollow frame and a planting matrix filled in the hollow frame, and the submerged plant growing layer can adapt to various submerged plant propagules such as seedlings, buds and seeds; the buoyancy layer is connected with the submerged plant growing layer through four connecting ropes, the fixing rope is connected to the center of the submerged plant growing layer through the connecting nails, and the other end of the fixing rope is connected with the anchor and is arranged under the water; the submerged plant growing layer floats up and down along with water-level fluctuation but always keeps a constant distance from the water surface. The planting brick structure is well matched with root systems of submerged plants, and the morphology of the device is stable for a long term, so that the influence on the submerged plants caused by rapid water-level change and wind waves can be effectively avoided. The device is easy to assemble and does not need to be managed by workers in the actual operating process.
