The electrolytic tank can be filled with electrolyte (S), and the at least one second electrode is arranged opposite to the first electrode. The porous filling material can be arranged between the first electrode and the second electrode. According to the utility model, the electrolyte can be uniformly reacted with the graphene material on the electrode through the porous filling material, and therefore, the graphene generating device which is low in cost and capable of producing at normal temperature, increasing the efficiency and improving the whole production quality can be provided.
