The utility model discloses a submerged plant carpet. The submerged plant carpet comprises a carrier layer, a matrix layer and a plant fiber net sequentially from bottom to top. The upper portion of the matrix layer is provided with pits, the carrier layer is made of coir fibers, the matrix layer is formed by mixing soil, slow-release agent, water-retaining agent, plant grass fibers, mineral powder, viscose, vermiculite, perlite and cement, and snails, fish fry and microorganisms are put in the pits of the matrix layer. The plant fiber net is safe, nontoxic and free of secondary water pollution, and adding the snails, the fish fry and the microorganisms in the submerged plant carpet can improve stability of submerged plant community, realize quick establishment of biocenosis, and reduce engineering cost and maintenance cost.
