The slewing spray and cleaning machine comprises a machine body, a fluid receiving groove, a cleaning basket rotating system and a spray system. An axis sleeve is arranged in the fluid receiving groove. The outer circumferential face on the bottom of the axis sleeve is connected with a hole wall of a first mounting hole of the liquid receiving groove in a sealing mode. The axis sleeve is sleeved with a rotating shaft and a certain gap is left between the axis sleeve and the rotating shaft. A water proof sleeve is sleeved with the axis sleeve. The top end of the water proof sleeve is connected with a cleaning basket baseboard in a sealing mode and a certain gap is left between inner wall of the water proof sleeve and outer wall of the axis sleeve.
