The utility model provides a voice card capable of an access of 16E1 signaling voice. The voice card includes a cover plate module realizing the access of a 16E1 relay signal, and a bottom plate module exchanging a signal output by the cover plate module to a TDM (Time Division Multiplexing) code stream or an external bus. The cover plate module includes an EMI/C interface circuit used for anti-electromagnetic-interference processing of the accessed E1 relay signal, a protection circuit used for anti-lightening and over-current-protecting processing of the anti-electromagnetic-interference signal, and an E1 transformer connecting currents output by the protection circuit to the bottom plate module. The bottom plate module includes an E1 interface transceiver converting the signal from the cover plate module to a TDM signal and a bus exchange chip connecting with the E1 interface transceiver. The bus exchange chip exchanges the TDM signal to an arbitrary time slot of an arbitrary inner TDM signal code stream.
