A construction lifter safety falling protector comprises a middle shaft, a shaft with left-hand thread and right-hand thread, a friction plate, two brake devices, a clutch, a traction electromagnet, a speed measuring motor and a pin plate, wherein the speed measuring motor measures rotation speed of a construction lifter, feeds back an electric signal and controls the traction electromagnet to act, the traction electromagnet acts to pull out the pin plate, a pin on the pin plate controls rotation of a gear outer ring of the clutch, and the gear outer ring of the clutch rotates to drive the two brake devices to move towards center so as to extrude the friction plate, thereby realizing progressive braking.
