The system comprises a cooling liquid device and a gas path; one end of the gas path is connected with a cooling liquid pipeline of the cooling liquid device, and the other end of the gas path is connected with a gas source; compressed air sent by the gas source sequentially passes through an electromagnetic valve, a pressure regulating valve and a check valve which are arranged on the gas path; and a pressure gauge is arranged between the pressure regulating valve and the check valve. The water-spray cooling and lubricating system combines two pipelines, utilizes the compressed air to atomize the cooling liquid, and extrude atomized cooling liquid out of a spray nozzle in concert with the delay setting of electrical and then jet the atomized cooling liquid to the cutter and a cutting area, thereby fully cooling and lubricating work pieces and the cutter.
