The device comprises a horizontal sedimentation tank, the siphon filter tank, a clear water tank, a drainage ditch and a main drainage passage, wherein the horizontal sedimentation tank is connected with the drainage ditch which is connected with the main drainage passage; and the device is further provided with a back washing tank, wherein a water inlet pipe of the back washing tank is connected with a water outlet pipe of the siphon filter tank, and a water outlet pipe of the back washing tank is connected with the horizontal sedimentation tank. Since the back washing tank is additionally arranged in the device, back washing water in the siphon filter tank can be recycled, thereby greatly saving the water source, protecting the environment, and reducing the cost.
