A packing device for a rolling steel wheel pair comprises two parallel steel belt sets, two lower chocks, two middle chocks and two upper chocks. Each steel belt set comprises two U-shaped steel belts, wherein one steel belt is longitudinally provided with a first containing space and the other steel belt is longitudinally provided with a second containing space. The first and second containing spaces of the two steel belt sets are correspondingly arranged. One lower chock runs through the first containing space and the other lower chock runs through the second containing space. Both the middle chocks are arranged above the lower chocks correspondingly; and both the upper chocks are arranged above the middle chocks correspondingly. A plurality of wheel pair positioning seats are respectively arranged between each middle chock and each lower chock and between each middle chock and each upper chock.
