A wireless communication system comprises a plurality of wireless terminal devices (40) having their respective predetermined locations; a radio base station apparatus (30) for performing wireless communications with those wireless terminal devices; and a communication system controller (10) connected to the wireless terminal devices (40) via a LAN (60) for communicating with the wireless terminal devices (40) via the radio base station apparatus (30). The communication system controller (10) stores therein an ad hoc wireless communication permission table (6a) related to whether the wireless terminal devices (40) are permitted to perform direct wireless communications with each other. In response to a request signal received, via the radio base station apparatus (30), from a wireless terminal device (40) that is requesting a direct wireless communication with another wireless terminal device (40), the communication system controller (10) determines, based on the ad hoc wireless communication permission table (6a), whether the direct wireless communication is permissible, and then transmits a notification signal including a result of that determination to the wireless terminal device (40) having transmitted the request signal.
