There are provided an image decoding device and an image encoding device including: a calculation unit for performing calculation; a calculated data storage unit for storing the calculation result obtained by the calculation unit; an input selection unit for selecting reading pixel data to be inputted to the calculation unit from compressed image data or from pixel data stored in the calculation data storage unit and inputting the read out pixel data into the calculation unit; and a calculation control unit for pre-defining the calculation procedure for each conversion mode corresponding to the number of calculations for each unit executable by one calculation in the calculation unit, controlling the read out destination of the pixel data to be inputted into the calculation unit by the input selection unit according to the conversion mode used and the number of calculations in the calculation unit, and controlling the combination of the pixel data to be subjected to a calculation process and the multiplication coefficient used in the calculation process.
