This invention discloses a dynamic spectrum management method, which increases a new dynamic spectrum management system under the radio management organization to realize re-usage of the un-used distributed spectrum by un-authorized users including a dynamic spectrum management center, a database for frequency used state, a spectrum monitor unit and a monitored actual use environment, the management center receives applications for spectrums of un-authorized users and assigned spectrums directed by the management rule, a spectrum monitor module monitors periodically the radio environment change and reports the result to the database, which records dynamically and provides data for frequency use state to the management center, the rule includes an application frame, its form, inquiry mode of database and distribution mode of spectrums, which applies the frame mode to transfer spectrum application and distribute information between the un-authorized users and the dynamic spectrum management system to realize automatic quick frequency application and distribution.
