The invention discloses a manufacturing method for using foaming system to produce bulletin board or target. The steps are: A. material selecting step: selects foaming body with process surface as material; B. preheating step: heats the process surface of the material and makes the material deformed layer; C. the mold stitching and cooling step; selects mold with irregular convex points to press the deformed layer of the material, at the same time, carries on cooling process to the deformed layer, the material process surface generates many irregular fine holes; D. cutting and forming step: cuts the material, and acquires the bulletin board or the target. Thus, the invention can reduce the process cost and upgrade the efficiency. 本发明公开了一种发泡体制作布告栏或标靶的制造方法，运用A.取材步骤：选取具加工面的发泡体为素材；B.预热步骤：对素材的加工面进行加热，使素材具有一变形层；C.模具压合、冷却定型步骤；选取具不规则凸点的模具对该素材的变形层进行压置，且同时对该素材的变形层进行冷却加工，俾使素材加工面具不规则的细孔；D.裁切成形步骤：对具细孔的素材进行裁切，以获得所需的布告栏或标靶成品形体，据此，得以降低制作成本及提高效率。
