Manufacture of an optical information-recording medium comprising a base plate which has a signal recording layer on a main surface, and has a light transmitting layer comprising radiation-curing resin formed on the signal recording layer, comprises dropping the radiation-curing resin on the base plate to form the light transmitting layer, coating the resin on the base plate whole body while rotating the base plate with a fixed coating rotation number by a spin-coating method, increasing the revolution number of the base plate after coating, and curing the resin by irradiating with radiation during the acceleration. An independent claim is also included for the manufacture device of an optical recording medium comprising a means for dropping the resin, a means for rotating the base plate, a means for irradiating radiation and a means for controlling generation of defects on the outer part of the base plate.
