The invention provides a mine car pin pulling device which is used for pulling a pin from a mine car and comprises a base, two pin pulling arms, a buffer frame and a rotating hydraulic cylinder. A rack is arranged on the base, and vertical rails are arranged on the two sides of the rack; the two pin pulling arms are vertically assembled on the vertical rail in a sliding mode, and a first hydraulic cylinder is arranged between the rack and each pin pulling arm; the buffering frame is arranged at the end of the pin pulling arm, a vertical buffering mechanism is arranged on the lower side of the buffering frame, and a transverse and longitudinal buffering mechanism is arranged on the lower side of the vertical buffering mechanism. The rotating hydraulic cylinder is arranged on the lower side of the transverse and longitudinal buffering mechanism, and a hydraulic chuck gripper is arranged on the lower side of the rotating hydraulic cylinder. The invention further provides a mine car pin pulling method which is im
