By reasonably designing chemical components and adjusting a rolling process, the produced HRB600E high-strength aseismic steel bar with the nominal diameter of 40mm comprises the following chemical components in percentage by weight: 0.24 to 0.27 weight percent of C, 0.65 to 0.80 weight percent of Si, 1.40 to 1.60 weight percent of Mn, 0.11 to 0.15 weight percent of Cr, 0.115 to 0.135 weight percent of V, 0.015 to 0.021 weight percent of Nb and Slt, 0.035 wt%, Plt; the steel comprises the following components in percentage by weight: 0.035% of N, 0.020-0.028% of N, 0.54-0.58% of Ceq and the balance of Fe and inevitable impurities.
