The invention provides a frequency modulation control method of a power system and a frequency modulation control device of the power system. The power system comprises a power grid, a thermal power generating unit, a hydroelectric generating unit and an energy storage system, the thermal power generating unit, the hydroelectric generating unit and the energy storage system are connected with the power grid, and the method comprises the steps of obtaining power grid frequency deviation which is frequency deviation of the power grid; determining a corresponding frequency modulation coefficient according to the numerical value of the power grid frequency deviation; and controlling at least one of the thermal power generating unit, the hydroelectric generating unit and the energy storage system according to the frequency modulation coefficient.
