The invention belongs to the field of underground engineering, and particularly relates to an anti-inrush grouting toughening material for a pipe-jacking tunnel face and a permanent pipe protection process. The toughening material comprises a soft soil curing material and a shaped composite phase change material; the soft soil curing material comprises slag, carbide slag, phosphogypsum, an alkali activator and water; the shaped composite phase change material comprises modified fly ash and a binary composite phase change material, and the binary composite phase change material is composed of methyl laurate and myristic acid. After the material is prepared, a grouting pump of a pipe-jacking tunneling machine is used for pumping the anti-inrush grouting toughening material to the front part of a cutterhead of the tunneling machine for solidifying soft soil and enhancing the stability of a broken stratum of a tunnel face of a pipe-jacking tunnel, a toughening anti-seepage area similar to a curtain is formed in f
