Summary:A low-cost production process for producing ultra-low carbon steel by ensuring molten steel flowability comprises the following steps: step 1, converter process: adding 400 kg of lime and 100 kg of fluorite balls into 30-50% of converter tapping, and adding 20-60 kg of aluminum powder according to the conditions of endpoint carbon and endpoint oxygen; 2, an RH procedure is conducted, specifically, converter molten steel is fed into an RH furnace, a light treatment mode is executed under the condition that the vacuum degree is 6.7-26.6 KPa, and decarburization and deoxidation operation is completed; 3, an LF refining procedure, wherein normal white slag refining operation is executed in an LF furnace; and 4, a continuous casting process. The method has the advantages that 1, the problem of castability of the molten steel can be thoroughly solved, and the continuous casting furnace number of the tundish of the continuous casting machine is increased to 80 furnaces from 10-12 furnaces per casting in the process
