The invention discloses an electric heating and steam heating coupled fused salt hot water energy storage system and method. The system comprises a fused salt electric heating module, a fused salt tank, a fused salt pump, a unit steam supply module, a first water storage tank, a first water pump, a water return tank, a second water pump, a deaerator, a third water pump, a high-pressure heater, an evaporator, a steam-water separator and a second water tank. According to the method, when a unit steam supply module does not have a steam source, a system generates steam to provide steam for a user; according to the method, when a steam source exists in a unit steam supply module, a system generates steam to provide steam for a user; according to the method, energy can be stored in a low ebb of electricity utilization; meanwhile, the method can release energy, generate steam and reduce steam supplied to users by the unit in the peak period of electricity utilization, and is used for generating electricity. The pro
