The embodiment of the invention provides a membrane aeration bio-membrane reactor treatment process and system and application. According to the treatment process, oxygen-enriched air is conveyed into a membrane assembly of a membrane aeration biomembrane reactor to supply oxygen to microorganisms in a water body in a membrane aeration biomembrane reaction tank, so that synchronous decarburization and denitrification treatment is performed on sewage in the membrane aeration biomembrane reaction tank; the oxygen concentration of the oxygen-enriched air ranges from 21% to 50%. According to the process, the oxygen concentration of oxygen-enriched air at the air supply side of the membrane aeration bio-membrane reactor is accurately regulated and controlled to control the mass transfer rate of oxygen and the distribution of the concentration of dissolved oxygen in the bio-membrane, so that the formation of the bio-membrane is enhanced; the starting period of a membrane aeration bio-membrane reactor treatment syst
