The invention provides a word line decoding circuit and a semiconductor memory, and relates to the technical field of semiconductor circuits. The circuit comprises a global word line decoding module used for outputting a global word line signal; the block selection decoding module is used for outputting a block selection signal; the word line driving stage module is respectively connected with the global word line decoding module and the block selection decoding module, receives the global word line signal and the block selection signal and outputs a target word line signal; wherein the word line driving stage module comprises a first switch tube and a second switch tube, a first port of the first switch tube is connected with a global word line signal, a first port of the second switch tube is connected with a first low-voltage signal, and control ports of the first switch tube and the second switch tube are both connected with a block selection signal. And a second port of the first switching tube is connec
