The system comprises the offshore wind power barrel-shaped foundation, a scour monitoring device, a signal acquisition instrument, a signal transmission module, an onshore centralized control center, a scour repairing device and a grouting automatic measurement and control platform cabin. The scouring monitoring device comprises a plurality of soil pressure meter sets arranged on the outer barrel wall of the offshore wind power barrel type foundation and used for testing the soil pressure transmitted by soil around the barrel in real time.
