When bubbles generated by gas-liquid phase change of a cooling working medium flow through a bubble regulator, a large bubble is segmented into two small bubbles by a bubble segmentation part, and therefore under the condition that the total volume of the bubbles is not changed, the small bubbles are separated into two small bubbles; the bubble surface area is increased, and the latent heat exchange amount on a gas-liquid interface is increased.
