The purpose of the present invention is to provide: an aqueous composition which has a viscosity such that the aqueous composition becomes a base for a gel-like or cream-like aqueous cosmetic, has no stickiness, and does not cause a decrease in viscosity even when a salt-type drug is added in a large amount; the present invention relates to an aqueous cosmetic, which is characterized by containing: (A) an oil gelling agent that contains at least one substance selected from the group consisting of 12-hydroxystearic acid and dibutyl lauroyl glutamine; (B) a nonionic surfactant selected from the group consisting of a polyoxyethylene polyoxypropylene alkyl ether and a polyglycerol fatty acid ester; (C) a water-soluble organic solvent; and (D) a dispersant. 本发明的目的在于，提供一种水性组合物及使用其的水性化妆品，所述水性组合物具有成为凝胶状或乳霜状的水性化妆品的基剂的程度的粘度，并且无粘腻感，即使大量配合盐型药剂也不会产生粘度降低。本发明涉及一种水性化妆品，其特征在于，含有：(A)包含选自12-羟基硬脂酸和二丁基月桂酰谷氨酰胺中的至少1种的油凝胶化剂；(B)选自由聚氧乙烯聚氧丙烯烷基醚和聚甘油脂肪酸酯组成的组中的非离子性表面活性剂；(C)水溶性有机溶剂；以及(D)分散剂。
