The video transcoding method comprises the following steps: acquiring a first video; transcoding the first video for the first time by adopting a first constant rate factor to obtain a video to be processed, the first constant rate factor being preset; determining a first image quality parameter of the to-be-processed video; determining a second constant rate factor corresponding to the to-be-processed video based on the first image quality parameter; and performing second transcoding on the video to be processed based on the second constant rate factor, thereby saving the bandwidth under the condition of ensuring that the video quality is subjectively lossless. 本申请公开了一种视频转码方法、视频转码模型训练方法及相关设备。视频转码方法包括：获取第一视频；采用第一恒定速率因子对第一视频进行第一次转码，得到待处理视频，第一恒定速率因子是预先设置的；确定待处理视频的第一画质参数；基于第一画质参数，确定待处理视频对应的第二恒定速率因子；基于第二恒定速率因子，对待处理视频进行第二次转码，在保证视频质量在主观无损的情形下节约了带宽。
