Summary:A light-emitting device (10) is provided with: a solid-state light-emitting element (1) that emits primary light (6); a wavelength converter (2) that contains a phosphor that absorbs fluorescent ions of the primary light (6) on the basis of a forbidden ring transition type electron level transition; and an optical member (3) that reflects the primary light (6) and transmits fluorescent light emitted by the fluorescent ions. The solid-state light-emitting element (1) is disposed on one side of one surface of the wavelength conversion body (2), and the optical member (3) is disposed on the other side of the wavelength conversion body (2). The fluorescent light emitted by the fluorescent ions passes through the optical member (3) and is output to the outside of the light-emitting device (10).
