Provided is a polyester elastomer resin composition which is very soft, has high moisture permeability, and further has excellent water pressure resistance, wear resistance, low water absorption, and film formability. A resin composition containing a polyester elastomer in which a hard segment and a soft segment are bonded, wherein the hard segment is composed of a polyester having an aromatic dicarboxylic acid and an aliphatic and/or alicyclic diol as constituent components; the soft segment is at least one selected from the group consisting of aliphatic polyethers, aliphatic polyesters, and aliphatic polycarbonates, the soft segment content in the elastomer is 24-70 mass%, and the soft segment contains at least one poly (alkylene oxide) selected from the group consisting of poly (ethylene oxide) glycol (PEG) and poly (alkylene oxide) block copolymers containing PEG and poly (propylene oxide) glycol.
