The invention discloses a dispersion compensation device and a dispersion compensation method, and the device comprises a liquid variable lens which is used for carrying out the positive dispersion compensation of received laser, the liquid variable lens at least comprises a cavity used for containing liquid, and the length of the cavity in the laser advancing direction is adjustable; the spectroscope is arranged at the downstream of the liquid variable lens and is used for segmenting the laser subjected to positive dispersion compensation into two light beams; the dispersion measuring device is arranged at the downstream of the spectroscope and is used for measuring the dispersion value of any one of the two light beams; and the computer is used for adjusting the lens barrel length of the liquid variable lens according to the received dispersion value so as to carry out positive dispersion compensation on the laser again. The dispersion of the laser is monitored in real time and rapidly and continuously adju
