The invention discloses a voltage data missing value filling method and system based on a ResIOFNN network, and the method comprises the steps: obtaining the historical data of a power grid, carrying out the preprocessing and feature analysis of the historical data of the power grid, and dividing the historical data into training data, verification data and test data; carrying out scene classification on the training data according to daily load conditions, dividing scenes of the data into workdays, rest days and holidays, and respectively coding the data according to the scenes; building a ResIOFNN network and carrying out training and parameter adjustment on the ResIOFNN network based on the training data, the verification data and the test data to obtain a data filling model; and acquiring a voltage data set with missing data, extracting features of known voltage data before the missing data, performing scene coding on the missing data, and obtaining a voltage data value corresponding to the missing data t
