The invention relates to a straw production system and a straw production method. The production system comprises an extrusion device, a vacuum forming device and a crystallization device which are sequentially connected, wherein the extrusion device is provided with a suction pipe extrusion mold, and the vacuum forming device comprises a vacuum water tank and a suction pipe forming mold arranged on the vacuum water tank; the production system further comprises an air pumping and blowing device, the air pumping and blowing device comprises a valve unit, an in-mold channel, an air blowing device and an air pumping device, the air blowing device and the air pumping device are connected with the in-mold channel, and the in-mold channel is arranged in the straw extrusion mold. Materials are formed into a tubular structure after passing through the suction pipe extrusion die and the suction pipe forming die, the in-die channel is communicated with the tubular structure, and suction pipe forming can be assisted thr
