The asphalt pavement softening and repairing device comprises two bases, the two bases are fixedly connected through two cross arm plates, two rolling wheels are symmetrically installed on the bottom face of each base, and the lower ends of the two cross arm plates are provided with the same cross plate. According to the device, through the arrangement of the insertion rods, holes can be formed in the asphalt pavement in the pits, meanwhile, the asphalt pavement in the pits can be effectively softened in a heating mode, and a columnar asphalt mixture matched with the holes and the pits in depth can be manufactured through the quantitative cylinder; the columnar asphalt mixture is inserted into the hole formed in the asphalt pavement in the pit, then the pit is filled with the asphalt mixture to fill the pit, the asphalt pavement in the pit is softened due to heating of the insertion rod, and meanwhile the columnar asphalt mixture is inserted into the hole, so that the asphalt pavement in the pit is softened.
