The road base material comprises the following components in parts by mass: 10-40 parts of a novel unfired low-carbon cementing material curing agent, 60-90 parts of a stabilized material and water, the novel baking-free low-carbon cementing material curing agent comprises the following components in percentage by mass: 15-40% of steel slag powder, 40-70% of slag powder, 5-30% of byproduct gypsum and a special exciting agent, wherein the special exciting agent comprises the following components: sodium carbonate, sodium sulfate and/or sodium stearate; the stabilized material is pyrite tailings.
