The invention discloses a sol-gel treating agent and a preparation method and a using method thereof.The sol-gel treating agent comprises, by mass, 80-95% of a component A and 5-20% of a component B. The component A comprises, by mass, 80-97% of a solvent, 2-10% of an inhibitor and 1-10% of a zirconium-containing compound, the component B comprises, by mass, 20-30% of a zirconium-containing compound, and the component B comprises, by mass, 20-30% of a zirconium-containing compound. The component B comprises a solvent, a bulking agent and siloxane, and the mass percentages of the solvent, the bulking agent and the siloxane in the component B are 37-59Wt%, 1-3Wt% and 40-60Wt% respectively. The preparation method comprises the following steps: preparing the component A, preparing the component B, and adding the component B into the component A.
