The invention provides a method for producing high-purity hydrogen based on hydrogen-rich raw material gas. The method comprises the steps of hydrogenation of a hydrogen-poor solution, separation and conveying of a hydrogen-rich solution, dehydrogenation of the hydrogen-rich solution, separation and conveying of the hydrogen-poor solution and hydrogen purification treatment. On the hydrogen supply side, the hydrogen-poor solution and the hydrogen-rich gas are fed into a hydrogenation reaction system for reaction, and a hydrogen-rich solution is separated out; on the dehydrogenation side, the hydrogen-rich solution is heated and then fed into a dehydrogenation reaction system, a hydrogen-poor solution and crude hydrogen are separated out, and high-purity hydrogen is obtained after the crude hydrogen is purified; the hydrogen-rich solution serves as a hydrogen carrier, hydrogen is conveyed to the dehydrogenation side from the hydrogen supply side, the hydrogen-poor solution is circulated back to the hydrogen su
