The method specifically comprises the following steps: treating the waste electronic material by using a sulfur-containing solution to obtain a waste electronic material leachate; adding activated carbon into the leachate for dipping, carrying out solid-liquid separation after a period of time, washing and drying the activated carbon, and drying to obtain a product used as a catalyst for acetylene hydrochlorination reaction; the method provided by the invention not only can effectively separate and enrich metals in waste electronic materials such as circuit boards, CPUs and the like, but also can prepare an effective mercury-free catalyst for vinyl chloride synthesis in a relatively cheap manner; the new acetylene hydrochlorination catalyst is developed while secondary resources are recycled, and the method is low in cost and environmentally friendly.
