The molten steel subjected to RH vacuum refining is prepared from the following elements in percentage by mass: 0.3 percent to 0.55 percent of C, 0.008 percent to 0.012 percent of P, 0.2 percent to 0.3 percent of Si, 0.3 percent to 0.8 percent of Mn, 0.002 percent to 0.003 percent of S, 0.02 percent to 0.03 percent of Al, 0.0001 percent to 0.001 percent of H and the balance of Fe. And the continuous casting covering slag is prepared from 9%-12% of Na2O, 2%-3% of Li2O, 8%-11% of F, 20%-27% of CaO and 22%-28% of SiO2.
